brief history
* The civil status system began in Algeria in the late nineteenth century during the French colonialism, where the French colonial administration issued on March 23, 1882 The Civil Status Law or the Surnames Law, which provides for the replacement of Algerians’ triple surnames (son, father, and grandfather) and their replacement with nicknames that are not related to lineage. To register newborns and marriage contracts with the French Civil Status Authority after they were referring to the Sharia judge or the Sheikh of the group and the purpose of replacing and compensating the triple titles of Algerians With titles unrelated to lineage, it is the dismantling of the clan system to facilitate the conquest of lands, the appearance of the individual as an isolated element, and the change of the ownership basis to the individual basis rather than the tribal basis.
* The aforementioned law regulated how to establish the civil status, as the post of civil status officer or governor was created specifically for the census of the population, which is then registered in the mother’s records prepared in two copies. The work of this law continued until after independence and exactly until the issuance of Order No. 307/ 66 of October 14, 1966, relating to the conditions for establishing civil status in the areas where the latter was not established, who canceled the previous law and subsequent texts, and stipulated the necessity of choosing a surname for each family, and when that is impossible, the civil status assistant who undertakes choosing them.
* This law continued to be enforced until the issuance of the Civil Status Law by virtue of Order 20/70 issued on February 19, 1970, which repealed all laws violating it.

Civil status in Algerian legislation
In Algeria, the civil status began to work in the late 19th century, after the issuance of the law 23/03/1882, which stipulated the establishment of the civil status of Algerian citizens and its recording in the mother’s records, then its organization and registration in the civil status records.

1. Content:
- The automated national register of civil status is formed From the total database of 1541 municipalities, which includes a digital image (reserved data and scanned images by the municipalities of the place of civil status contracts)
- All municipalities and states of the national country have been connected to a high-flow network (R, H, D)
- A set of automated information software has also been developed at the level of the civil status departments of the municipalities in order to reserve the extraction and correction of civil status documents.
This process enabled the processing of about:
400,000 records, over 60 million contracts at the national level
How to request civil status documents
According to Executive Decree No. 14-75 of Rabi` al-Thani 17, 1435 corresponding to On February 17, 2014, the civil status documents were specified as follows:
List of civil status documents used between departments
Birth certificate and birth certificate
* Births are declared at the municipality's civil status services in which the birth occurred.
* The birth is authorized by: one of the parents, the doctor, the midwife or any other person who attended the birth.
* The permit file consists of the family book and, if necessary, the birth certificate of the parents and their marriage contract.
* Birth certificate No. 12 and No. 12K is received by all civil status windows located across the national territory using the automated national civil status registry.
* Birth Certificate No. 12K is an official, original and secured document. It is printed after checking and certifying the information contained in it. If necessary, and if the person concerned is able to read, it is printed after the concerned person confirms that the information is correct. It bears a national identification number for each Algerian citizen. Any attempt to falsify or reproduce this document is revealed as it is extracted only once to the applicant, except in exceptional cases, an alternative copy can be obtained after canceling the first copy and receiving it by the civil status interests. And this is in the case of loss, destruction or correction and addition of marginal phrases.
* The permit period is five days following the birth.
* Any error in the names or surnames recorded on the birth record of the civil status requires judicial correction.

* The contract is drawn up by the civil status officer or the judge in whose jurisdiction the place of residence of the applicants or one of them is located, or the notary. Currently, with the availability of the automatic civil status registry, a copy of the marriage contract can be obtained from any municipality located across the national territory.
* The civil status officer records the contract in the civil status records, then it is copied and its information is included in the database of civil status records for marriage contracts, and then the spouses receive a family book that proves their marriage.
* In the case of marriage in front of a notary, a certificate is given to those concerned and a summary is sent within 03 days to the civil status officer for registration. At that time, a family book is also given to the spouses.
* In the event of divorce or the death of one of the spouses, the marital bond must be broken by delivery A copy of the divorce judgment or a copy of the death certificate to be entered as a marginal phrase on the civil status records.
Certificate of Non-Repetition of Marriage
* The certificate is issued by the Civil Status Department of the municipality where the student resides.
* To extract it, you must bring the family book bearing the phrase “the death of one of the spouses or divorce” and bring two witnesses accompanied by a national identification card proving their identity.
* Its validity period is limited to one year.

* The license application must be filed at the level of the municipality's departments, the headquarters in which the wedding takes place, days before the demonstration.
* The student must submit a written application, his family book, the national identification card or any document that takes its place, and he must indicate the exact location where the wedding will take place.
* Festivals and weddings with music are subject to payment of fees.
The license is handed over to the applicant by Aoun Baladi after he submits the receipt proving the payment of fees.
* In cities or in every municipality where there is a police governorate, the beneficiary must submit the license issued to him to the national security services for the visa.

Civil ID card
* For her request, the person concerned shall go to the Civil Status Department in his municipality of residence accompanied by the family book, and in the event of his absence, an extract from his birth contract that is not expired

* The civil status officer, after the completion of marriage ceremonies or registration, delivers a family book to the spouses proving their marriage

* In the case of a marriage held abroad, the register shall be delivered by the regionally competent diplomatic or consular agent upon registration of the marriage.
* In the event of loss, theft or damage, the head of the family must declare this to the competent police district, which delivers a receipt to the declarant, which he submits to obtain a second book.
Family card for civil status
* For her request, the person concerned shall go to the Civil Status Department in his municipality of residence, accompanied by the family book.
* The document is delivered on time using its own program.

Collective provisions for deliveries

divorce certificate
* Received by the Civil Status Department in which the registration, transfer or marriage took place.
* This certificate is only issued to people who are divorced in accordance with the law
* To extract it, the applicant shall attach the family book in which the divorce is mentioned.

Warranty Certificate
* Edited by the Civil Status Department of the place of residence.
* The required paperwork :
1- If the father is alive, but unemployed: Sponsorship certificate - medical certificate for the parents proving their inability - work certificate - family card for civil status.
2- If the guardian is deceased: In this case, the person concerned must add to the aforementioned documents a certificate from the court designating the person qualified for this.
