Khelweya municipality has known a very remarkable development of achievements from the cultural side.  At the beginning of the year 2007, when the youth of the municipality received a reward from the Wali of the Wilayat of Mascara, represented in the project of completing and equipping the Internet hall   As a result of the creativity that they distinguished at the time, represented by the festival held in the municipality under the slogan "For a clean environment", which was widely echoed by the press and various municipalities and states across the national territory, which lasted for a full and continuous week.

In 2008, the municipality benefited from a project to complete and equip a reading room, as was done  Youth House Achievement  year 2010.

Now, with the internet available to every person, it was decided to re-use the hall as a public facility in the public interest of our valued citizens.
