What the Algerian citizen should know about the interest services.

Creating and reviewing lists

Article 16: The electoral lists are permanent and are reviewed during the last three months of each year: they can also be reviewed exceptionally by virtue of the presidential decree that includes summoning the electoral college in connection with a poll.

Article 17: The President of the Municipal People's Council orders to suspend the notice of opening the period for reviewing the electoral lists, starting from the 1st of October of each year.

Registration or cancellation requests shall be sent to the competent municipality’s departments during the month following the suspension of the advertisement referred to in the previous period.

At the end of the review period, the President of the Municipal People's Assembly shall order the suspension of the notice of the conclusion of the review operations.

Article 18: In the event of an exceptional review of the electoral lists, the date of the opening and closing of the review period shall be determined in accordance with the presidential decree that contains  Calling the electoral college referred to in Article 16 of this law.

Article 19: Electoral lists are prepared and reviewed in each municipality under the supervision of an administrative committee.

Article 21: Every voter has the right to view the electoral list that concerns him, and the electoral lists can be viewed by the legally approved representatives of political parties and free candidates.

Article 22: Every citizen who fails to register in an electoral list may submit his complaint to the head of the Administrative Committee within the forms and deadlines stipulated in this law.

Certificate of residence

* It can be handed over to its applicant from the municipality of his place of residence and for him to be settled at least for a period of six (06) months.

* To hand it over, you must bring the title deed, a lease contract, a decision to grant housing, or the last two connections of electric, gas or water services.

* The document is delivered immediately to its applicant at the Civil Status Department of a mobile municipality through an automated media application that derives the special and required data from the municipality’s electoral list matrix.

* Its validity period is limited to three (03) months.

Conditions for registering in the electoral lists

Article 08: Registration in the electoral lists is compulsory for every male and female citizen who meets the legally required conditions.

Article 09: All male and female Algerians who enjoy their civil and political rights and who have not previously been registered in an electoral list must apply for their registration.

Article 10: It is not possible to register in more than one electoral list.

Article 11: Regardless of the provisions of Articles 06 and 10 of this law, every Algerian man residing abroad and registered with diplomatic representations can         The Algerian Consulate may request its registration:

For the elections of the municipal people’s councils and the state people’s councils in an electoral list for one of the following municipalities: - the municipality of his birthplace    

           The municipality of the last home of the person concerned

           - The municipality of the birthplace of one of the assets concerned.

For presidential elections, referendum consultations and legislative elections, registration is made in the electoral list of the Algerian diplomatic and consular representations located in the voter's country of residence.  

Article 12: Members of the national army and security forces who do not meet the conditions specified in Article 06 of this law may request their registration in the electoral list with the municipalities stipulated in Article 11 of this law.

Article 13: Anyone who has regained his electoral eligibility after he has been rehabilitated, a ban has been lifted, or a comprehensive amnesty has been made shall be registered in the electoral list in accordance with Article 06 of this law.

Article 14: If a voter registered in an electoral list changes his domicile, he must request, within the three months following this change, to have his name removed from this list and to be registered in the municipality of his new residence.

Article 15: If a voter dies, the municipality’s interests in the municipality of residence shall immediately remove him from the list of voters.

In the event of the voter's death outside his municipality of residence, the municipality of the place of death must inform the municipality of residence of the deceased by all legal means.

In the event of loss or damage to the numbering card, as well as requesting a second copy

-  Authenticated second copy request form

Authentication of signatures

The President of the Municipal People's Assembly or his authorized deputy shall certify the signatures of the people, and the person concerned must put his signature on the document that he will ratify along with proving his identity.

The person who signed the document is the only authorized person to withdraw the document. The validity period is unlimited.

Permission to sow

Conditions required for the voter

Article 05: Every voter is considered an elector  An Algerian and an Algerian who reached the age of eight (18) years on the day of the election, enjoyed his civil and political rights, and was not in one of the cases of disqualification specified in the legislation in force.

Article 06: Only those who are registered in the voters list in the municipality in which they reside within the meaning of Article 36 of the Civil Code can vote.

Article 07: The following shall not be registered in the electoral list:

He was sentenced to imprisonment in misdemeanours, in which he is deprived of the right to vote in accordance with Articles 8-2 and 14 of the Penal Code.

Behavior during the liberation revolution contrary to the interests of the nation.

He was declared bankrupt and was not reconsidered.

Article 28: The state administration prepares the voter's card, which is valid for all electoral processes, and is given to every voter registered in the electoral list.
